New Hiring Activity Offers Opportunity & Calls For Employer Strategy...

The BLS reported 162,000 new jobs added in March, yet the unemployment rate remained relatively stagnant at 9.7%.  Jobs are being created in new sectors with loss in others.  Our talent acquisition reports applicant availability is tightening in certain fields while simultaneously becoming more robust in others. The HIRE Act:
 Employers who hire unemployed workers between Feb. 3, 2010 and Jan. 1, 2011 may qualify for a 6.2-percent payroll tax incentive. In addition, for each worker retained for at least a year, businesses may claim an additional 2011 tax credit, up to $1,000 per worker.  Employers must secure a W-11 affidavit as protocol.  IRS.gov. 

Exempt vs. Hourly:  DOL cracks down on overtime, rounding, recordkeeping and early punch rules. In addition, employers confuse the "salary" test with the "exempt" test, and fines are growing. Link to DOL & FLSA

CHIPRA: Children’s Health Insurance Program Reauthorization Act of 2009 (CHIPRA). Employers who offer group health plan coverage must provide notice to employees according to set 2010 deadlines and annually thereafter.  Model notice.  
  
Many statutory changes are requiring updated labor law posters with appropriate employee access.  As several poster services are peppering employers with unnecessary solicitation, HRS is recommending annual subscription services with flat annual fees and competitive price points.
