OFCCP Issues New Affirmative Action Plan Rules

A new Federal Contract Compliance Manual is available with guidelines for new rules effective July 2013. The new FCCM Manual addresses recent administrative rulings concerning AAP parameters and OFCCP reporting. Federal contractors including banks are encouraged to review definitions and provisions.


FMLA Rights for Same-Sex Couples Transfers to State Decisions

The 2013 repeal of DOMA shifts FMLA decision making to states, and states determine recognition of same-sex marriage. If an employer chooses to grant spousal leave not legally required, the employer must ensure that the leave taken is not counted against the employee’s FMLA leave entitlement. Assistance with FMLA changes has become an extremely popular HRS program. The IRS is newly allowing FIT deductions for same-sex insurance premiums where same-sex marriage is applicable by state of marriage or residence.

Americans are using less Paid Time Off these days. Is this due to concerns about the economy and job security? In part, absolutely! In addition, a new report from the U.S. Bureau of Labor Statistics shows less PTO being offered. SHRM Article. The practice of consolidating vacation, personal and sick time into one PTO plan continues to gain popularity for several practical and compliance-favored reasons.



Hospitality Employers Debate Automatic Tipping for 2014 

Starting in January, the Internal Revenue Service will begin classifying those automatic gratuities as service charges, treated as regular wages, subject to payroll tax withholding. This changes tax treatment and recordkeeping. WSJ Article.
